“Real Estate Act of the Year 2024” Winner is Arter Quarter
Estonian Association of Real Estate Companies selected Arter Quarter as the winner of the Real Estate Act of the Year 2024.
Located in central Tallinn, Arter Quarter offers top-tier views and a high-quality work environment. It combines premium office spaces, dining and service venues, convenient parking, and a city park. Once completed, it will become a working environment for 2,800 people daily. The quarter includes three buildings connected by an atrium. The 15-storey office tower hosts companies from various sectors. A 9-storey building opened in July 2024 as a Bob W apartment hotel. Swedbank will move its headquarters into the 28-storey tower — the tallest office building in Tallinn — by late summer this year.
Design by architect Martin Aunin, interiors by Arhitekt11, and fitness/spa areas by ArtAku Sisearhitektuuribüroo. The buildings, constructed by Merko, meet near-zero energy standards and are BREEAM Excellent certified.
Cooling and heating use energy piles, district heating, and district cooling. Offices offer top indoor air quality, humidification, and at least 3-meter ceiling heights. Full-height glass façades and raised floors ensure flexibility in layouts and workstations.
The green atrium level includes Aroma and VÕIVÕI restaurants, Rahva Raamat bookstore and gift shop, and the Decoration & Fleur flower salon. In addition to office space, there are coworking areas (Spaces), a reading corner, and outdoor areas for work and relaxation. Beauty and health services include Arter Salon, City Health Clinic, and Ogen Eye Clinic. Employees have access to a fitness club with a spacious gym, pool and saunas.
A 500 m² rooftop garden sits atop the 15-storey office tower. A public park has been created in the area of the former Härjapea riverbed. New Veski Street and the updated section of Imanta Street ensure safe and calm traffic. The quarter also features a parking garage and Estonia’s largest indoor bicycle parking facility with 130 spaces and service areas.

This is the 14th time the title has been awarded. The winner is announced at the annual spring conference “Where is the Estonian Real Estate Market Heading?” hosted by the Estonian Association of Real Estate Companies. In addition to a certificate, the winner receives “Man at the Window of His Dream House”, a sculpture by Tauno Kangro. The jury includes eight respected real estate experts from Estonia.
