Arter Quarter Recognised as the Best Office Development in the Baltics
Arter Quarter received the title of Best Office and Commercial Real Estate Development at the 2025 Baltic Real Estate Awards, announced at the gala during the Baltic Real Estate Investment Forum in Vilnius.
The competition jury consisted of seven architecture and real estate experts from Estonia, Latvia and Lithuania. Entries were evaluated based on the following criteria: architecture and landscaping, sustainability (green buildings), location, interior design and spatial solutions, technological innovation, additional services, reputation and transparency.

Located in the heart of the city, Arter Quarter combines premium office spaces, a range of dining and service venues, convenient parking and a landscaped city park. Once fully completed, Arter will offer a daily working environment for nearly 2,800 people. The quarter consists of three buildings connected by an atrium. The 15-storey Arter office building is home to companies from various industries. Since July 2024, the 9-storey building houses a Bob W apartment hotel, and later this summer, Swedbank’s new headquarters will move into the 28-storey tower – the tallest office building in Tallinn.
The architect of the quarter is Martin Aunin. Interior design was completed by Arhitekt11, while the sports club and swimming pool were designed by ArtAku Sisearhitektuuribüroo. The main contractor for the entire development is Merko. All buildings are nearly zero-energy and meet the BREEAM Excellent sustainability standard.
Cooling and heating needs are met using energy piles, district heating and district cooling. The office spaces offer superior indoor climate, air humidification, and a minimum of three-metre ceiling heights, with full-height glass façades in many areas. Raised floors ensure flexibility in spatial planning and workstation layout.
The 15-storey office building features a rooftop terrace of nearly 500 m², while the landscaped area behind the buildings – formerly the Härjapea riverbed – has been transformed into a public park. The newly developed Veski Street and refurbished section of Imanta Street ensure safe and calm traffic flow around the quarter. Facilities include a multi-storey car park and Estonia’s largest indoor bicycle parking area with 130 spaces, complete with changing rooms and a maintenance area for cyclists.
