Estonia’s tallest office building rises from the Arter Quarter to reach full height
A rafter party took place yesterday at the Arter Quarter in central Tallinn, marking the completion of Estonia’s tallest office building, which now stands at an impressive height of 111 meters. Nearly 90% of the spaces in the new quarter have already been leased, with Swedbank as the anchor tenant. With a total investment of around 150 million euros, the Arter Quarter and its accompanying park are set to be completed in the third quarter of 2024.
The rafter party witnessed a remarkable world record – a full rotation on a kiiking swing atop the 28-storey building at an impressive elevation of 111 meters. The performer responsible for this achievement was Sergei Vertepov from Ghost Division.
The tenants of the 15-storey office building include the law firm WALLESS, Estonian start-up Planet42, and the shipping trade services company Bunker Partner. In addition to these, Spaces, a provider of flexible office solutions and co-working services, the City Tervisekliinik health clinic, and a sports club complete with swimming pool and spa will be opening their doors. The 58 rental apartments within the 9-storey building are operated by Bob W. Swedbank is set to move into the 28-storey tower in spring 2025.

The Arter Quarter (https://arterkvartal.ee) comprises 28-, 15-, and 9-storey buildings and connecting central building with a parking garage. The near-zero energy buildings are designed and built according to the Excellent level of the international BREEAM standard. An environmentally friendly energy solution is provided by a combination of energy piles, and district heating and cooling. The architect of the Arter quarter is Martin Aunin, the interior design is created by Arhitekt11, main contractor is Merko Ehitus Eesti.
In total, the quarter will offer 463 parking spaces, including Estonia’s largest indoor bicycle parking facility, which can accommodate over 100 bikes. Facilities will also include changing and shower rooms, as well as a maintenance area. The entire quarter, including the city park, will be completed in the third quarter of 2024, including the new Veski Street and the renovated section of Imanta Street, which will ensure safe and calm traffic around the quarter.
