Viimsi Municipality has purchased the Karulaugu Nursery and Primary School building
Viimsi Rural Municipality has terminated the rental agreement concluded with Karulaugu Kinnisvara OÜ, for the use of the Karulaugu Nursery and Primary School building completed in 2009 in Haabneeme, and has purchased the property from its previous owner.
“We have worked very hard to terminate the lease and become owners instead, as this will be much more beneficial for the municipality in the long term. And thus we are very happy with the outcome. At first, we concluded a rental agreement because, back then, it was the only opportunity to complete the necessary facility by the right time – the law did not allow the municipality to assume additional obligations to build the school,” said Haldo Oravas, the Viimsi municipality mayor. The total value of the transaction was EEK 190.3 million (incl. VAT). To refinance the rental agreement, the Viimsi municipality took out a loan from Nordea bank, with the prior approval of the Estonian Ministry of Finance.
On 6 May 2008, the Viimsi municipality government and Karulaugu Kinnisvara OÜ (and its parent company E.L.L. Kinnisvara AS) concluded a contract for the rental of the Karulaugu Nursery and Primary School building. The agreement for the rental of the school building had a 30-year term, with the annual rent amounting to approx. EEK 17 million. With each year, the rent was set to increase by 2.5 percent. The contract stipulated the right of the municipality to purchase the building at any time. For this purpose, a purchase price was calculated for each year.
The Karulaugu Nursery and Primary School has a total net area of 6 200 sq. metres. It is located on a 5.17 hectare property. The architectural design was created by Indrek Erm from the Emil Urbel OÜ architectural firm. The school building has three storeys and includes 14 regular classrooms as well as dedicated class rooms for music, art and computer lessons. The school has its own assembly hall, canteen, library, rooms for the after-school program, and offices for the speech therapist and school nurse.
The nursery can accommodate six groups, each having a separate entrance through the spacious porch on the southern side of the building. The third building in the complex is a first-class sports facility. All the nursery groups have their own locker room, play room, sleep room, toilets and ancillary rooms. The architects have also considered the needs of physically disabled people, as the building includes a lift and ramps for wheelchairs.
